DEFENSE PLANNING IN THE 21ST CENTURY: CURRENT ISSUES AND THREATS

Defense management is the overall strategic planning of the country with the most effective use of available resources, considering both the present and the future in order to ensure the country's survival and interests. Defense management is an integrated system consisting of long-term defense planning, strategic guidance and defense procurement activities. Defense planning refers to the most effective use of existing resources in order to realize the national interests of countries and to ensure their security, and to be prepared for what kind of structure the armed forces should have in the long term. The existence of different defense management approaches in certain periods of history reveals that the threats and risks faced by societies and states have changed over the years. Since the end of the Cold War, the world has faced different threats and security problems, which has led defense planners to face a more complex and uncertain process. The uncertainty of when and where threats will come from has led to the necessity of making defense planning flexible and suitable for many different scenarios. The September 11, 2001 terrorist attack in the United States placed the concept of asymmetric warfare on the agenda of states and societies, and defense planning in accordance with new situations such as migration, hybrid warfare, cyber warfare, asymmetric warfare which have an impact on defense planning. This study, which aims to reveal the impact of
current threats on defense planning, will address new threats separately and evaluate them within the context of the defense planning process. However, the study has some limitations because it does not include all current threats.
